Nitish Government Cabinet Approves ‘Seven Resolves–3’ Programme

Patna (Bihar): The Bihar Cabinet, chaired by Chief Minister Nitish Kumar, on Tuesday approved the ambitious ‘Seven Resolves–3’ programme, marking the next phase of the state’s long-term development roadmap. Addressing the media after the meeting, the Chief Minister said that since the formation of his government on November 24, 2005, the rule of law has been firmly established in Bihar and sustained efforts over the past 20 years have driven inclusive development across all sectors and sections of society.

After successfully achieving the targets of Seven Resolves (2015–2020) and Seven Resolves–2 (2020–2025) under the governance agenda, the government has now decided to implement Seven Resolves–3 with the objective of placing Bihar among India’s most developed states.

1. Double Employment – Double Income

The first resolve focuses on doubling employment opportunities and per capita income. Under the Chief Minister Women Employment Scheme, women are being provided ₹10,000 for self-employment, with additional assistance of up to ₹2 lakh to scale up enterprises. Based on the caste-based socio-economic survey conducted in 2023, 9.4 million poor families will be prioritised under employment schemes. The government aims to create employment and livelihood opportunities for 10 million youth over the next five years, supported by the newly formed Youth, Employment and Skill Development Department.

2. Prosperous Industry – Empowered Bihar

The second resolve aims to accelerate industrial growth. Three high-level committees headed by the Chief Secretary have been constituted to develop Bihar as Eastern India’s new technology hub, a world-class workplace, and an attractive destination for local entrepreneurs and youth. The government has set a target of attracting ₹50 lakh crore in private investment over the next five years. It also approved the phased revival of nine closed sugar mills and the establishment of 25 new sugar mills.

3. Agricultural Progress – State Prosperity

Under the third resolve, the government will fast-track the Fourth Agriculture Road Map (2024–2029). A dedicated Makhana Road Map will promote production and processing of makhana. Special emphasis will be placed on dairy and fisheries, with milk producer cooperatives in every village and ‘Sudha’ outlets in each panchayat. Efforts to ensure irrigation water reaches every field will also be intensified.

4. Advanced Education – Bright Future

The fourth resolve focuses on education. A separate Higher Education Department has been constituted. Renowned institutions will be developed as Centres of Excellence, and a new Education City will be established in the state.

5. Accessible Healthcare – Secure Life

The fifth resolve aims to strengthen healthcare services. Block-level Community Health Centres will be upgraded into Speciality Hospitals, while district hospitals will be developed as Super Speciality Hospitals. Public–private partnerships will be encouraged in new medical colleges, alongside special incentives for doctors in remote areas and a policy to curb private practice by government doctors.

6. Strong Foundation – Modern Expansion

The sixth resolve includes urban expansion, improved civic amenities, development of planned cities, and affordable housing for the urban poor. Plans also include construction of five new expressways, widening rural roads to two lanes, strengthening power infrastructure, promoting rooftop solar energy, developing tourism circuits, setting up a Film City, and building a world-class Sports City in Patna, along with Centres of Excellence for sports in all districts.

7. Dignity for All – Ease of Living

The seventh and final resolve emphasises Ease of Living, leveraging modern technology, innovation, and responsive governance to simplify and improve the lives of all citizens.

Chief Minister Nitish Kumar expressed confidence that effective implementation of Seven Resolves–3 will significantly advance the vision of a Developed Bihar and help the state emerge among India’s leading developed states.
