Arunachal Pradesh Cabinet Approves Major Reforms in Education, Security, and Governance

Itanagar (Arunachal Pradesh) :  The Arunachal Pradesh State Cabinet, chaired by Chief Minister Pema Khandu, met today and approved a series of significant decisions aimed at bolstering technical education, enhancing internal security, safeguarding child rights, and improving administrative governance across the state.

Boost to Technical Education
In a move to strengthen the state’s higher education infrastructure, the Cabinet approved the creation of 34 teaching and non-teaching posts for the Government Engineering College in Toru, located in Papum Pare district. The measure is intended to ensure adequate staffing and improve the overall quality of technical education in the state.

Enhanced Security Infrastructure
To augment internal security, the Cabinet gave the green light to raise the 6th Indian Reserve Battalion (IRBn). Arunachal Pradesh currently has two State Armed Police Battalions (1st and 2nd AAPBN) and five IR Battalions. The addition of a new battalion is expected to significantly increase policing capacity, improve law and order, and reduce dependency on Central Armed Police Forces (CAPFs), while also creating job opportunities for eligible local youth.

Child Protection Measures
Taking a step forward in child welfare, the Cabinet adopted Model Guidelines for Support Persons under Section 39 of the POCSO Act, 2012, with appropriate state-specific modifications. The guidelines recommend one support person per ten cases to assist child victims during pre-trial and trial stages, clearly defining their qualifications, selection criteria, and responsibilities.

Transparent Allocation of Government Quarters
To ensure transparency in housing allocations, the Cabinet approved new guidelines for the allotment of General Pool Government Quarters in the state capital and districts. These rules aim to prevent encroachment and misuse, while promoting fairness and accountability in the process.

Strengthening Prosecution Services
The Cabinet approved the creation of 31 posts in the Directorate of Prosecution, including:

3 Deputy Directors (Prosecution)

10 Assistant Directors (Prosecution)

18 Clerical Staff

Existing Additional Public Prosecutors will be redesignated as Deputy Directors, and the pay matrix levels for various prosecutorial roles will be revised to maintain parity with equivalent government positions.

Forensic Science Cadre Restructuring
As part of restructuring in the Directorate of Forensic Science at PTC Banderdewa, the Cabinet amended Recruitment Rules for Scientist-E, Scientist-D, Scientist-C, and Laboratory Assistants. Changes were also made in nomenclature and pay structure to align with evolving requirements and strengthen departmental capabilities.

Civil Aviation and Departmental Realignment
To bolster the state’s aviation capabilities, the Cabinet approved the creation of 10 posts in the Directorate of Civil Aviation. In another administrative move, the Cabinet also approved the transfer of Veterinary Officers from the Department of Rural Development to the Department of Animal Husbandry, Veterinary and Dairy Development (AHV&DD), ensuring better alignment of roles and responsibilities.
