Phase 1 – House Listing and Housing Census (HLO):
This phase will collect data regarding each household’s residential status, property details, and basic amenities.

Phase 2 – Population Enumeration (PE):
This stage will record demographic, socio-economic, cultural, and other significant details of every individual. For the first time, caste-based data will also be included in the census process.

Massive Human Resource Deployment
To ensure the smooth execution of this large-scale operation:

Around 34 lakh enumerators and supervisors, and

Nearly 1.3 lakh census officers will be deployed.
This will mark India’s 8th census since independence and 16th overall.

A Digital-First Census with Self-Enumeration Option
For the first time ever, Census 2025 will be conducted digitally using a mobile application. Citizens will also have the option of self-enumeration, allowing them to input their own data directly.

Top Priority to Data Security
Strict security measures will be in place during the collection, transmission, and storage of data to ensure complete protection of citizens’ information. Amit Shah directed officials to treat data confidentiality as the highest priority, and warned that no negligence will be tolerated.

Census 2025 to Be a Cornerstone for Policy and Planning
The upcoming census will not only offer a comprehensive picture of India’s population but will also play a pivotal role in policy-making, resource distribution, and the targeting of social welfare schemes.
