Major Press Conference by Bihar Home Department on Crime Control, DGP Vinay Kumar Highlights Achievements, Notes Significant Decline in Crime Rates

Patna (Bihar): Ahead of the conclusion of 2025, the Bihar Home Department held an important press conference to provide detailed updates on law and order, crime control, and police reforms in the state. During the conference, DGP Vinay Kumar highlighted that efforts to effectively control crime are showing positive results on the ground.
DGP Vinay Kumar stated that 1,700 wanted criminals have been arrested so far. Additionally, notices have been issued in 70 cases related to the seizure of property acquired through crime, of which action has been completed in 3 cases. Furthermore, life imprisonment has been awarded in 1,100 cases, reflecting the strength of the judicial process.
Fast-Track Courts and Swift Justice
The state plans to operationalize 100 fast-track courts in the coming days, which will expedite the disposal of serious cases. According to the DGP, the police aim to take action in serious cases within 24 to 36 hours.
Decline in Crime Statistics
Compared to the previous year:
Homicides have decreased by 7.72%
Dacoities have declined by 24.87%
Riots have reduced by 17.97%
Government policies have also led to a significant reduction in communal tension incidents. In 2024-25, prosecution approval was granted in 437 cases related to communal incidents.
Major Operations and Seizures
From January to November:
3,35,116 accused arrested
4,528 weapons and 28,414 cartridges seized
6,854 accused arrested in cases of communal violence, attacks on police, mob violence, and celebratory firing
Under Section 3 of CCA, orders were issued against 1,949 individuals, while 25 notorious criminals were detained under the Bihar Crime Control Act.
Strict Measures on Drugs and Cybercrime
A Narcotics Department has been established to curb drug-related crimes, and a Cyber Vertical has been set up to tackle cybercrimes. Police are ensuring daily access to an average of 7,000 cases.
Steps Towards Prison Reforms
The Jail Department reported:
Kitchen operations in all jails using gas cylinders
Introduction of jail radio
State-of-the-art meeting rooms
Computer-based examination system for inmates
TSCBS system in 15 jails, preventing illegal phone calls
Statement on Naxalism
DGP Vinay Kumar stated that Naxalism is nearly eliminated in Bihar, and the police aim to provide citizens with better, sensitive, and effective policing.
Question on Hijab Incident
Questions were raised about the Chief Minister’s hijab issue, to which the DGP did not provide a direct comment and reiterated the earlier statement by Samrat Chaudhary.
