NDA Releases Bihar Manifesto: Pledges 1 Crore Jobs, ‘Lakhpati Didis’ and a Vision for State’s Development

Patna: The National Democratic Alliance (NDA) on Friday (October 31, 2025) released its joint manifesto for the upcoming Bihar Assembly elections. The document was unveiled in the presence of top alliance leaders. Bihar’s Finance Minister Samrat Choudhary briefed the media, saying, “The NDA has promised over one crore government jobs and employment opportunities. A skill census will be conducted, and skill-based employment will be generated to make Bihar a global education and talent hub, with major learning centers in every district.”

The event was attended by Union Minister and BJP National President JP Nadda, Chief Minister Nitish Kumar, Union Minister and HAM(S) leader Jitan Ram Manjhi, Union Minister and LJP (Ram Vilas) chief Chirag Paswan, RLM leader Upendra Kushwaha, and other senior leaders of the alliance.

Earlier, the RJD-Congress-led Mahagathbandhan had released its manifesto titled “Bihar Ka Tejashwi Pran”, promising to pass a law within 20 days of forming the government to ensure one government job for every family.

1 Crore Jobs and a Global Skill Hub
The NDA has pledged to create over one crore jobs and employment opportunities in Bihar, spanning both government and private sectors. The plan includes a large-scale Skill Development Program, with one mega skill center in each district. A statewide skill census will identify youth talent for targeted training. The manifesto envisions establishing a Global Skill Hub to prepare skilled manpower for both domestic and international markets.

Women Empowerment: ‘Lakhpati Didis’ and ‘Mission Crorepati’
Women empowerment stands as a core focus of the manifesto. Under the Chief Minister Women Employment Scheme, women will receive financial assistance up to ₹2 lakh to start their own enterprises. The NDA aims to make one crore women “Lakhpati Didis”, earning over ₹1 lakh annually. Additionally, a ‘Mission Crorepati’ initiative will support successful women entrepreneurs in scaling up their ventures.

Empowerment of Extremely Backward Classes (EBCs)
The alliance has promised targeted economic and social support for Bihar’s Extremely Backward Classes (EBCs). Families involved in EBC-related occupations will receive ₹10 lakh assistance, and a high-level committee headed by a retired Supreme Court judge will be constituted to review their socio-economic status and recommend empowerment measures.

Farmers’ Welfare: Karpoori Thakur Kisan Samman Nidhi
For farmers, the NDA announced the Karpoori Thakur Kisan Samman Nidhi, providing ₹3,000 per crop season (₹9,000 annually) to every farmer. The government will open procurement centers in every panchayat for major crops like paddy, wheat, pulses, and maize under the MSP scheme. The manifesto also promises an investment of ₹1 lakh crore in agricultural infrastructure, including irrigation systems, warehouses, and food processing units.

Bihar Dairy and Fisheries Mission
To strengthen the rural economy, the NDA announced the Bihar Dairy Mission, under which cooling and processing centers will be set up in every block. The fisheries sector will be boosted through new clusters and cold storage facilities, ensuring farmers and fishers get better market access and income opportunities.

Expressways, Rail, and Metro Expansion
The manifesto includes ambitious plans to transform Bihar’s connectivity. Under the Bihar Gati Shakti Master Plan, seven new expressways will be developed, and 3,600 km of railway tracks will be modernized. Metro services will be launched in four new cities, while Amrit Bharat Express and NaMo Rapid Rail services will be expanded across the state.

Air Connectivity: Direct International Flights from Bihar
To enhance air connectivity, the NDA has pledged to build a new Greenfield International Airport near Patna. Existing airports in Darbhanga, Purnia, and Bhagalpur will be upgraded to international standards. Domestic air services will be extended to 10 new cities, improving connectivity within and beyond Bihar.

Boost to Industrial Growth and Manufacturing
The NDA promises to boost Bihar’s economy by setting up industrial units in every district and developing 10 new industrial parks. A modern manufacturing unit will be established in each district to encourage local industrialization and job creation.

Education: Free Quality Education from KG to PG
The alliance has committed to providing free and quality education from KG to PG for students from poor families. Schools will be equipped with modern skill labs, and students will receive nutritious breakfasts and mid-day meals. The focus will be on improving both the quality and accessibility of education across Bihar.

‘Panchamrit Guarantee’ for the Poor
Under its ‘Panchamrit Guarantee’, the NDA has announced five major welfare promises for Bihar’s poor:

Free ration for all eligible families

125 units of free electricity per household

Free healthcare coverage up to ₹5 lakh

Construction of 50 lakh pucca houses

Social security pension for all eligible beneficiaries

With this manifesto, the NDA has laid out a vision of a self-reliant, prosperous, and empowered Bihar, focusing on employment, infrastructure, women empowerment, and inclusive growth.
