Strengthening District Governance: DCM Attends DCs’ Conference in Tawang.

 

Tawang (Arunchal Pradeh)  : The Deputy Chief Minister, Chowna Mein attended the inaugural and second day proceedings of the Deputy Commissioners’ Conference 2026 held in Tawang under the theme Sashakt Arunachal, alongside  Chief Minister Pema Khandu, Lok Sabha MP,  Tapir Gao,  Cabinet Ministers  Nyato Dukam and  Kento Jini, and Chief Secretary,  Manish Kumar Gupta.

In his address during the inaugural session, the Deputy Chief Minister emphasized the pivotal role of Deputy Commissioners as the backbone of governance in Arunachal Pradesh. He highlighted their critical responsibilities across key sectors such as education, healthcare, MSMEs, and natural resource management, underlining their role in ensuring effective policy implementation, monitoring progress, and safeguarding the dignity and welfare of citizens. He also acknowledged both achievements and challenges in areas such as rationalization of zero enrollment schools and strengthening district level administration.

He further emphasized on improving healthcare facilities in the State and creating more operations theatre in TRIHMS to reduce patients’ waiting period and to strengthen the Zonal & District Hospitals across the State by improving facilities and creating man power. He also emphasized revamping the education system, though some steps had been taken to streamline the education system but much more are still to be done. He stressed on introducing the Third Language teaching from Class I in order to preserve and promote the local dialect/language. He opined that though the CBSE pattern provides for only Class VI to VIII for third language, but we must adopt a policy to introduce it from the Primary level so that our children can learn their language from the Class I itself, that is, from the very beginning of their education. He also urged the Deputy Commissioners to strictly notify all the  private schools to implement third language in their school curriculum without fail.

The second day of the conference featured in depth deliberations on key governance priorities. Sessions focused on environmental protection and regulation of forests and wildlife, strengthening transport governance and road safety, and developing Arunachal Pradesh as a world class tourism destination. Discussions were also held on the Gyan Bharatam Mission and on leveraging technology and artificial intelligence to enhance governance and service delivery. The conference concluded with a shared commitment towards building a responsive, efficient, and future ready administrative framework.

On the sidelines of the conference, the Deputy Chief Minister, along with the Chief Minister Pema Khandu, inaugurated the Re-rated Kitpi Phase I Mini Hydro Project at Kitpi in Tawang district. Originally commissioned in 1977, the project has been upgraded from 3×500 KW to 2×750 KW at a sanctioned cost of ₹1526.78 lakh. The upgraded facility is expected to benefit approximately 1,250 households, covering a population of nearly 4,700 people, and will significantly enhance power availability in the region while contributing to sustainable development.

Today, on his return journey from Tawang, the Deputy Chief Minister also visited the 2 × 1.5 MW Shyaro Micro Hydroelectric Project under Jang, accompanied by Chief Engineer (HPD), Kameng Basin, Durick Kamduk, and officials from the Power and Hydropower Department. The project is currently under trial run and is expected to be commissioned in the coming month. Once operational, it will strengthen local power generation, reduce dependency on external sources, and ensure a more stable electricity supply to nearby communities.

On his onward journey to Tawang on April 8 last, Deputy Chief Minister inaugurated the Renovation & Modernization of Sessa Mini Hydel Station (3×500 kW) at Balukpong in West Kameng District in presence of MLA Thrizino-Buragaon A/C, Tenzing Nyima Glow.

Originally commissioned in 1992 and it was non-operational for several years due to ageing infrastructure, the project has now been successfully revived with modern electromechanical systems and upgraded civil works.

With an installed capacity of 3×500 kW and upgraded 33 kV grid connectivity, the plant will now deliver reliable and efficient power supply to over 1,500 households across Sessa, Tippi, Bhalukpong and nearby villages.

The modernization includes improved transmission systems, enhanced voltage stability, and reduced transmission losses, ensuring better quality power and ease of operation and maintenance.

The project is expected to generate around 6.1 million units of energy annually, contributing significantly to the region’s energy security and sustainable development.

“This initiative reflects our continued commitment to strengthening hydro power infrastructure and improving the lives of people in remote and border areas of Arunachal Pradesh”, he said.

Reaffirming the Government’s commitment to sustainable development, the Deputy Chief Minister stated that such initiatives in clean energy and decentralized power generation are crucial for improving infrastructure and enhancing the quality of life for the people of Arunachal Pradesh.
