On Israel-Iran Conflict, Says — ‘Silence Is Not Cowardice, It Is Diplomacy’

New Delhi: Senior Congress leader and former diplomat Shashi Tharoor has once again drawn attention for diverging from his party’s official stance. This time, he has defended the Indian government’s “silence” on the ongoing tensions between the United States–Israel and Iran, calling it a sign of “responsible and mature diplomacy.”

Diplomacy vs Moral Posturing

In an article published in The Indian Express, Tharoor argued that foreign policy is not driven solely by idealistic principles, but by a careful balance of pragmatism and national interest. He wrote, “Silence is not cowardice; it is a way of balancing our national interests with ground realities.”

Tharoor acknowledged that the military actions by Israel and the United States may raise questions under international law, but emphasized that India’s restraint reflects strategic thinking rather than fear.

A Different View from Congress Leadership

Tharoor’s position contrasts with that of the Congress leadership. Rahul Gandhi had called for India to take a “morally clear” stand, while Sonia Gandhi described the government’s silence as “an abdication of responsibility.”

In contrast, Tharoor maintained that mere public condemnation would not safeguard India’s interests and could potentially complicate sensitive international relationships.

Sharp Criticism of ‘Liberal’ Voices

Tharoor also criticized those accusing the government of “moral cowardice.” He likened such critics to a “circular firing squad,” arguing that they engage in rhetoric without considering consequences.

He wrote, “Foreign policy is not an academic seminar where only ideals matter; every action carries consequences.”

Historical Context and Pragmatism

Referring to the Cold War era, Tharoor pointed out that India often adopted a pragmatic approach to maintain ties with the Soviet Union despite disagreements. He argued that similar logic applies today—whether in the context of the Ukraine war or tensions involving Iran.

India’s Interests at Stake

Tharoor warned that escalating tensions in West Asia could directly impact India. The country’s trade with Gulf nations—worth around $200 billion annually—along with energy supplies and the livelihoods of nearly 9 million Indians, are closely tied to the region.

He cautioned that a hasty or overly critical response could destabilize these ties, affecting remittances, trade, and energy security.

The Case for Strategic Balance

According to Tharoor, India must maintain a balanced approach that keeps communication channels open with all sides. “When we are not in a position to exert strong leverage, silence can itself be a strategic choice,” he noted.

A Pattern of Independent Positions

This is not the first time Tharoor has taken a stance different from his party. In the past too, he has supported the government on key issues and represented India’s position on global platforms.

His latest remarks are likely to intensify both the debate on India’s diplomatic strategy and internal discussions within the Congress party.
