PM Modi Gives States a Development Roadmap at NITI Aayog Meeting, Unveils Vision for Viksit Bharat 2047

 

New Delhi: Prime Minister Narendra Modi laid out a comprehensive development roadmap for achieving the goal of Viksit Bharat 2047 during the 11th Governing Council Meeting of NITI Aayog, emphasizing that strong cooperation between the Centre and states will be crucial in transforming India into a developed nation by the centenary of its independence.

Addressing the meeting amid a period of global uncertainty and economic volatility, the Prime Minister expressed confidence in India’s growth trajectory and said the country is moving forward with determination, resilience, and self-belief. He stressed that the spirit of cooperative federalism would play a decisive role in taking India to new heights.

The meeting, held at the Cultural Centre in Rashtrapati Bhavan, New Delhi, was themed “Inclusive Human Development for Viksit Bharat 2047.” Discussions focused on ensuring development, dignity, and equal opportunities for every citizen. Chief Ministers from across the country and Lieutenant Governors of Union Territories participated in deliberations on four key pillars of inclusive human development: foundational human capital and future-ready skills, productive employment and entrepreneurship, health and nutrition, and equality and dignity for all.

Youth at the Centre of India’s Development Journey

Prime Minister Modi described India’s demographic dividend as a historic opportunity that must not be squandered. Calling young people the country’s greatest strength, he emphasized that quality education, demand-driven skill development, and large-scale employment generation should remain top priorities for governments.

He noted that an empowered and skilled youth population would provide fresh momentum to India’s growth story. The meeting also explored measures to strengthen entrepreneurship, expand skill development initiatives, and create sustainable employment opportunities.

Free Trade Agreements to Open New Growth Avenues

The Prime Minister highlighted India’s growing network of Free Trade Agreements (FTAs) with several countries, stating that these agreements are creating new opportunities for exports and economic expansion. He said Micro, Small and Medium Enterprises (MSMEs) stand to benefit significantly from improved access to global markets.

Modi urged Indian industries to adopt international quality standards and enhance competitiveness to establish a stronger global presence.

Women-Led Development Key to Viksit Bharat

Underscoring the importance of women’s empowerment, the Prime Minister said that women-led development forms the foundation of a developed India. He pointed out that women are increasingly contributing to sectors such as agriculture, innovation, science, industry, and entrepreneurship.

He called upon states to prioritize women’s education, safety, skill development, and economic empowerment, asserting that India’s overall development cannot be achieved without fully harnessing the potential of its women.

Focus on Governance, Digital Infrastructure and Accountability

The meeting highlighted governance reforms, digital public infrastructure, and partnerships as critical drivers of development. Participants also stressed the importance of accountability and outcome-based implementation to ensure that government schemes reach the last mile beneficiary.

The Governing Council reviewed recommendations emerging from the National Conference of Chief Secretaries held in December 2025 and discussed strategies for effective implementation.

Karnataka CM D.K. Shivakumar’s Presence Draws Attention

Among the attendees, Karnataka Chief Minister D.K. Shivakumar attracted particular attention. His participation marked a departure from the recent trend of the Congress-led Karnataka government maintaining distance from NITI Aayog meetings.

Shivakumar stated that Prime Minister Modi had assured cooperation following his appointment as Chief Minister and emphasized that Karnataka would work closely with the Centre in the state’s interest. He strongly presented Karnataka’s development priorities and highlighted Bengaluru’s role as India’s economic and technological powerhouse, noting that much of the world views India through Bengaluru’s success.

He also called for greater investment in infrastructure, urban transportation, and agriculture within the state.

States Present Development Priorities

Chief Ministers and Lieutenant Governors from across the country used the platform to present their respective states’ achievements, priorities, demands, and development proposals. Discussions covered a wide range of issues related to human development, employment generation, infrastructure expansion, and social welfare.

Concluding the meeting, Prime Minister Modi reiterated that despite global challenges, India remains firmly on the path of growth and that collective efforts by the Centre and states will be instrumental in realizing the vision of Viksit Bharat 2047
