CM Pema Khandu Reaffirms Arunachal Pradesh Freedom of Religious Act 1978 at Nyokum Festival
Chayangtajo (Arunachal Pradesh) : As the Nyokum festival reached its grand culmination in the scenic town of Chayangtajo, East Kameng district, Chief Minister Pema Khandu emphasized that the Arunachal Pradesh Freedom of Religious Act 1978 is not against any religion.
Dressed in Nyishi traditional attire, Khandu clarified that the Act aims to protect the state’s rich indigenous cultural heritage and ensure that festivals like Nyokum continue in their purest form for future generations.
“Do not be misled,” Khandu said, adding that the Act has existed since 1978 but lacked specific rules. Now, following the Hon’ble High Court’s directive, the government is drafting rules while ensuring they do not favor or go against any particular religion.
He reiterated that religious beliefs remain an individual choice, and the state has no role in interfering. However, he emphasized that it is the responsibility of both the government and society to preserve and promote indigenous identity and cultural heritage.
Khandu invited organizations, communities, and individuals seeking clarity on the Act to approach Home Minister Mama Natung and assured that concerns and suggestions would be considered while formulating the rules.
Nyokum Festival: A Cultural Milestone
Terming Nyokum as the identity of the Nyishi community, Khandu urged the elders to ensure that the cultural heritage is passed down to younger generations.
“We are making history by celebrating the Golden Jubilee of Nyokum at Chayangtajo. Fifty years from now, today’s children will be organizing the Centennial Jubilee and will remember this day,” he remarked.
As a Nyokum gift, Khandu announced new projects worth ₹110 crores for the region. He assured that the list of approved projects would be handed over to local legislator Hayang Mangfi.
Focus on Infrastructure & Connectivity
Acknowledging that connectivity remains a major issue in Chayangtajo, Khandu assured that six road projects covering 2,178 km are under review by the central government.
Among them, the 391 km Itanagar-Seijosa-Pakkekessang-Seppa-Chayangtajo-Nyapin road is in the final approval stage, and Khandu pledged to expedite the project with the Ministry of Road Transport & Highways (MoRTH).
Additionally, he highlighted that the Frontier Highway, once completed, will enhance connectivity in the East Kameng district.
“Connectivity remains one of our top priorities,” he affirmed.
Developmental Announcements
To enhance public welfare in Chayangtajo, Khandu assured funding for:
✅ Festival ground development
✅ Mini-secretariat construction
✅ Sustainable drinking water project
✅ Upgraded power transmission
✅ New roads for unconnected villages
During his visit, Khandu also inaugurated eight projects worth ₹26.50 crores and laid foundation stones for projects worth ₹223.50 crores under the Vibrant Village Programme.

The festival saw the presence of Industries Minister Nyato Dukam, former Home Minister Bamang Felix, local legislator Hayang Mangfi, and other notable figures.
The event was marked by traditional hymns, folk dances, and cultural performances, celebrating the Nyishi community’s rich heritage.
